Development is a multifaceted, broad, and comprehensive subject, much like a deep, unfathomable sea. This subject is multifaceted and detailed, which is why most researchers use the term "comprehensive development" in all its forms and importance to society, forming the foundation for sustainable development.
The researcher in development fields is the one who predetermines the direction of the objective in their work. This predetermination saves them time and effort. However, a diagnosis of a specific cycle, such as economic development with its various branches—agricultural, industrial, commercial, and transportation—is necessary. The importance and interconnectedness of these elements are fundamental to societal development, while neglecting them leads to collapse. This neglect has a serious impact on social development, due to the problems it faces and the risks it poses to sustainable development. A comprehensive approach is essential because societal development rests on foundations and standards that cannot be achieved without addressing the fundamental pillars upon which the social structure is built. This is one of the primary obstacles facing development programs, to the point where mere solutions may prove ineffective and require a complete overhaul. The approach to dealing with the population—the individuals of society—in social development differ entirely from the methodology of agricultural and industrial development plans.
The approach to social development differs significantly from the approach to agricultural and industrial development plans. Therefore, social development is the most prominent link between the links of modernity and the means of civilization that are consistent and compatible with the logic of the age. However, we must realize that these obstacles are the same ones that gave social development the first degree of importance in the ladder of development, as there is no benefit in material development with individuals who do not understand its value and purpose. Therefore, the development of the human being, who represents the building block of society, precedes other sectors of development, and otherwise the pioneer of development and the bearer of the banner of civilization and modernization will be in the losing position.
